this was community action commission of santa barbara county, which had control over direct services for the entire county of santa barbara and all the six cities within so we had to cover a substantial amount of area, much larger geographally than san francisco but hardly as dense. so my concerns as a resident in the octavia plan boundaries are the preservation of open space, development of greater community gardening opportunities for low to moderate to affordable income residents, the keeping of upper market street at least as a sunshine corridor so that the building, the new growth and developments occurring along the market street corridor don't overshadow the upper market street. i have been quite concerned with two years ago there was a lot of holes in the ground, to put it plainry, walking up and down market street and throughout the market-octavia corridor and boundaries, most of those holes have been virtually plugged up. there is not much vacant land level for development. this has occurred in the last 24 months, it's very easy to see, the disappearing vacant land. in any

tim cohen on behalf of the housing action coalition. i'd like to support the proposed legislation for new housing product efficiency dwelling units with one important exception. we have said repeatedly that edus are a logical necessary response for badly needed new housing in an extremely expensive housing market. edus have long been common in other countries and are now starting to appear in other u.s. cities. they make perfect sense for a dense land constrained city like ours. unfortunately, the proposal is seriously undermined by the idea of a 375-unit cap on market rate edus. it's poor public policy for two reasons. first, while hack could in principle support a threshold that would trigger planning department review, it is simply not possible what could be understood from such a very, very small sample size which is really 1/10 of 1% of the city's housing stock. what conclusions would planning staff be able to reach by studying 375 units? we dispute that that's a statistically valid sample. second, the 375 unit cap sends exactly th

we take action on this item i'd like to open it up for any member of the public who would like to speak on item 2, please come forward. you each have three minutes. >>> mr. chair, i was reading the minutes and normally i don't comment on the minutes. but when we comment on something that is critical and important and if just a few sentences are put in the minutes, maybe that's the style of doing it. but i think it's really important when you're talking about the third street light rail, the first street starting at fourth and king and ending in the middle of visitacion valley, that that connection from visitacion valley to balboa station is very critical in having a system that really works. so, again and again, i take people on the third street light rail and we stop at visitacion valley, there isn't a town there, there isn't anything there. and i know one of the supervisors who represents district 11 is pushing for it, but there seems to be no concerted effort to listen to his pleas. but i tell you it's high time that we in the minutes, when somebody says something about that thing it

there are also three special conditions included in today's action. these are all on the slide presented now. dpw initial application for this project included repaving work on 9th street and brian to 8th to 11th. dpw staff informed us the brian street segment will need two repairs. the schedule for this work is to be determined and dpw staff anticipate funding this segment with future gas tax, prop k or other available funding. we've kept the full amount program at dpw request. next is dolores. the draft we did bring you to in december. the project, dpw submitted dolores street pavement that project includes pedestrian enhancement. scheduled for construction in the fiscal year '14 and '15. there wasn't enough -- after funding higher ranking project, there weren't enough prop double a funds to fund all the eligible projects. the condition associate with this action, the condition which has been agreed to by dpw to fund the long street project unless dpw secures other funds. district six, safety projects. we recommended funding for two pet safety proje

many people in this neighborhood are over it, and believe it's time to take action. and after two years, i now agree. this legislation, colleagues, is significantly more narrow&jpvz n the broad public nudity bans that have been in place for over 30 years in our parks, and more than a decade at our port. it is narrower in terms of the body parts covered. it is narrower in that it does not require that it ever be charged as a misdemeanor. it can be charged as an infraction indefinitely. and in addition, unlike in our parks, this legislation creates a broad and blanket exemption for street fairs, festivals and parades unlike our parks code for example during the pride parade it is technically illegal to be naked in city center plaza which is a park. in addition this legislation has no application at all to beaches, or of course to private property. the castro and san francisco in general is a place of freedom, expression and acceptance. but freedom expression and acceptance doesn't mean anything goes under any circumstance, itw doesn't mean that we have no standards wha
